Associations composant la FEMAS

Those Associations:
A. whose Membership Qualifications have been sighted and approved by the Council of the Federation;
B.whose Code of Ethics both published and practised by the members of the organisation have been sighted and approved by the Council of the Federation;
C.who agree to keep the Federation informed of any national matters which may affect other National Societies;
D.who agree to nominate one member who will be responsible for all communications with the Federation such communications being directed through the Secretariat;
E.who agree to inform the Secretariat of its office bearers and names of members from time to time;
F.who agree to inform the Secretariat of any names of persons excluded from membership of their national Society/Association;

Upon receipt of the above information from an applicant, the Council of the Federation will after due consideration then recommend refusal or acceptance at the Annual Meeting. Following a refusal, reconsideration will be given to Associations who alter their Ruies to conform with the Federation's requirements.

The Objectives of FEMAS

A. To provide an organisation which is availabie to E.U. Commissioners, Government Departments, International bodies and others for consultation concerning matters affecting maritime safety and operations.
B. To provide a central organisation within the E.U. capable of presenting a unified approach to, or being approached by, national or E.U. Governmental bodies upon any matters affecting its member organisations or their members.
C. To disseminate and update professional knowledge and information amongst the member organisations.
D. To foster the exercise of the highest quality of professional service in the field of maritime surveying. E. To protect the professional title "Marine Surveyor" and/or "Maritime Consultant" or the national equivalent so that within the E.U. they can only be used by persons duly registered within their professions as being suitably qualified and experienced.
F. To keep member organisations informed of proposed legislation affecting maritime affairs coming before the European Union Commissioners or any other governmental body.
G. To consider and endeavour to obtain improvements or amendments to laws or rules which may be desirable to improve the status and customer confidence placed upon the membership of the member organisations.
H. To promote dialogue amongst the member organisations ensuring unified standards and working practices within the E.U.
I. To represent and defend the interests of the profession at the highest possible level.

Areas of Operation and Influence

The anticipated areas of influence of FEMAS will in the first instance be with Principals using Surveyors / Consultants who are members of associations approved as having a membership whose ethics, qualifications and experience are relevant to their requirements.
The Federation will be available to government departments and / or international organisations to provide advice or opinions as may be required.
Most importantly the Federation hopes to provide the European Union Commissioners with valid opinions and influence in maritime affairs such as transportation, qualifications and VAT. Whilst the object of formulation is in relation to the European Union, it is noted that much progress has been made with the Nordic body EFTA for mutual acceptance of the principal of free movement of people to and from their areas. This may thus be a further sphere of influence (i.e. Austria, Finland, lceland, Norway, Sweden and Switzerland).
The intention is, at least presently, to restrict the immediate operations of FEMAS to those associations or societies operating within the European Union. There has been correspondence with organisations outside of the Community but as yet we have been unable to extend our operations and are unlikely to do so until all community countries have representation within FEMAS. lt is clear that the area where surveyors / consultants have in the past not been represented relates to cargo surveys. lt is also clear that in some areas of consultancy, there will be overlapping requirements.
1. Every member shall order his conduct as to uphold the reputation of his profession and association.
2. Every member shall order his conduct as to safeguard the well being of their society and the environment to the best of his knowledge and ability.
3. Every member shall exercise his professional integrity and skill to the best of his ability.
4. n° member shall knowingly undertake work for which he has insufficient knowledge or ability.
5. Every member shall inform his instructing principal if he is also involved in any activity which may be contrary or harmful to the interests of the case.
6. n° member shall accept fees or other emoluments from parties other than his principals in relation to the case being handled on their behalf.
